Major Shake-Up as Ruto’s Cabinet Announces Sweeping Leadership Changes Across Parastatals

The government has unveiled a fresh round of leadership changes in key parastatals, following new appointments made by several Cabinet Secretaries, including Geoffrey Ruku, Julius Ogamba, Aden Duale, Davis Chirchir, Eric Mugaa, and William Kabogo.

According to a gazette notice, Public Service Cabinet Secretary Geoffrey Ruku announced four new appointments to the Gambling Regulatory Authority (GRA). The new board members include Emma Wambui Mbugua, Anne Derasso Illo, Fredrick Odumo Nying’uro, and Valerie Lomosi, each serving a three-year term.

Their appointment led to the revocation of previous members Ernest Kamau, Anne Too, Innocent Muganda, Janet Oben, and Edwin Gikunju.

In the Ministry of Education, CS Julius Ogamba appointed Professor Kellen Kathure Kiambati as the Chairperson of the Technical and Vocational Education and Training Authority (TVETA) for a four-year term.

At the Communications Authority of Kenya (CAK), ICT and Digital Economy CS William Kabogo named Stephen Njuki as a new board member. Njuki, who previously contested the Mbeere North parliamentary seat against Ruku in 2022, will serve for three years.

Meanwhile, Health CS Aden Duale appointed Edwin Gikunju—one of the former GRA board members—to the Kenya Institute of Primate Research board, also for three years.

Water, Sanitation and Irrigation CS Eric Mugaa appointed Innocent Muganda to the National Water Harvesting and Storage Authority, while Roads and Transport CS Davis Chirchir named Anne Too to the Kenya Civil Aviation Authority (KCAA) board.

Anne Too, daughter of the late Noah Nondin arap Too, the former Director of the defunct Criminal Investigations Department (CID), will also serve a three-year term.

Additionally, Attorney General Dorcas Oduor appointed Ernest Kamau as a member of the Business Registration Service Board, for a period of three years, while revoking the appointments of members of the Selection Panel responsible for nominating officials to the Waqf Commission.

The latest wave of appointments underscores the government’s ongoing effort to realign leadership within state corporations and strengthen governance structures across key sectors.
