President Ruto Fires Former CDF Julius Karangi in Fresh Shake-Up Across Top Parastatals

President William Ruto has made sweeping changes in the leadership of key state corporations, including the revocation of former Chief of Defence Forces (CDF) Julius Waweru Karangi’s appointment.

According to a gazette notice dated October 24, 2025, the President replaced Karangi with Ali Wario, who now becomes the new Non-Executive Chairperson of the National Council for Population and Development (NCPD).

Wario’s appointment takes effect immediately and will run for three years, marking the end of Karangi’s tenure at the helm of the NCPD board.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ali Wario to be the Non-Executive Chairperson of the National Council for Population and Development Board for a period of three years, with effect from October 24, 2025. The appointment of Gen. (Rtd.) Julius Waweru Karangi is hereby revoked,” read part of the gazette notice.

Karangi, who served as Chief of Defence Forces from 2011 to 2015, has held several senior positions since his retirement, including his most recent role as chair of the NCPD board.

New Appointments Across Government Agencies

In the same notice, the President also appointed Kirui Limo, a former Kipkelion East MP, as the new Non-Executive Chairperson of the Gambling Regulatory Authority, under the Gambling Control Act, 2025.

Limo’s appointment replaces Jane Mwikali Makau, whose tenure has been revoked. However, Makau was immediately redeployed to head the National Water Harvesting and Storage Authority as its Non-Executive Chairperson. Her new term also begins on October 24, 2025, for a period of three years.

Wider Leadership Reshuffle

The move comes amid a wider leadership shake-up within government institutions as Cabinet Secretaries Geoffrey Ruku, Julius Ogamba, Aden Duale, Davis Chirchir, Eric Mugaa, and William Kabogo made fresh appointments across parastatals.

Attorney General Dorcas Oduor also announced new changes, appointing Ernest Kamau as a member of the Business Registration Service Board for a three-year term.
