NTSA to Force Re-Testing for High-Risk Drivers Flagged by Digital System Ahead of Christmas Rush

The National Transport and Safety Authority (NTSA) has announced strict new measures that will see thousands of motorists undergo mandatory re-tests ahead of the busy December festive season.

NTSA Director General Angela Wanjira said on Sunday, November 16, that the authority is stepping up enforcement after new data showed a 2.6% rise in road crash casualties in 2025 compared to last year.

Drivers Flagged by IRSMS to Undergo Mandatory Competency Checks

One of the key measures will be re-testing drivers flagged for unsafe behaviour through NTSA enforcement operations and the Intelligent Road Safety Management System (IRSMS).

The IRSMS—launched in 2023—monitors public service vehicles (PSVs) and commercial fleets by tracking speed, braking patterns, driver behaviour, and route compliance. When violations like reckless overtaking or speeding occur, the system instantly sends alerts.

Drivers repeatedly flagged will face:

Mandatory re-testing

Corrective training

Possible licence revocation during the festive period


Real-Time Monitoring to Be Enforced

Wanjira noted that the authority will fully enforce real-time IRSMS data transmission for all PSVs and commercial vehicles to ensure continuous safety monitoring throughout the holiday season.

Expanded Road Safety Campaigns and Terminal Inspections

To further curb crashes, NTSA will also:

Expand the Usalama Barabarani programme focusing on seat belt use, fatigue management, and responsible driving

Conduct pre-festive vehicle inspection clinics at major bus termini

Intensify multi-agency operations with the National Police Service, prioritising prevention over reaction

With millions of Kenyans expected to travel upcountry in December, NTSA says the new measures are part of the government's broader effort to minimise fatalities and ensure safer roads during the holiday rush.
